Mishael Otieno Okumu Charged Over Sh11.6M SHA Medical Fraud

The proprietor of a private health facility in Nairobi’s Pipeline area has been charged with allegedly defrauding the Social Health Authority (SHA) of more than Sh11.6 million through fraudulent medical claims.

The accused, Mishael Otieno Okumu, who runs Salama Yard Medical Center & Maternity Services, appeared before Milimani Principal Magistrate Daisy Mutahi, where he denied the charges.

Alleged Medical Claims Fraud

According to the prosecution, Okumu allegedly submitted 1,591 discharge summaries to the Social Health Authority claiming medical services had been provided to patients.

The documents were valued at Sh11,620,055.95.

Prosecutors told the court that the discharge summaries were fraudulently presented as genuine medical records prepared for patients treated at the facility.

The alleged offences were committed on diverse dates between October 1, 2024 and June 30, 2025 at the Pipeline-based health facility.

Fraudulent Staff Representation

The charge sheet further states that Okumu allegedly obtained registration for Salama Yard Medical Center & Maternity Services from the Kenya Medical Practitioners and Dentists Council (KMPDC) under registration number 015564.

However, investigators claim he falsely presented several individuals as legitimate medical practitioners at the facility.

The individuals listed include:

  • Nancy Akinyi Opondo

  • Patricia Nduku Nthiwa

  • Fredrick Ochieng Nyamita

  • Chrisper Chesang

  • James Mutisya Kasivu

  • Janeffer Wanjiku Chege

  • Maureen Nasimiyu Barasa

The prosecution alleges that the accused knew the individuals were not bona fide staff members of the medical facility.

Sh11.6 Million Payments From SHA

Court documents indicate that the Social Health Authority paid the facility Sh11.6 million based on the allegedly fraudulent claims.

Prosecutors argue that the accused knew or ought reasonably to have known that the funds were proceeds of crime.

Alleged Falsification of Medical Documents

Okumu is also accused of falsifying medical claim forms and other medical records.

The prosecution claims he inserted or signed patient details on documents to falsely indicate that patients had been admitted or had consented to treatment at the facility.

Authorities say the actions were intended to mislead the Social Health Authority into approving payments.

Court Orders

The accused faces multiple charges linked to the alleged fraud.

The court ordered that Okumu remain in custody until next week as the case proceeds.

Investigations into the alleged medical claims fraud are ongoing.
